SOCIAL AND ECONOMIC SITUATION IN FIVE MONTHS OF 2013

As of mid-May, provinces in the South harvested 1,950 ha of spring rice, rose 2.2percent from the same period last year. The country’s spring rice yield in this year was estimated to reach 13.1 million tons, close to that of the same crop last year.

Together with this, provinces in the South also sowed summer rice seeds for 1,347,200 ha, equaling102.1percent from last year’ same period.

Cultivation was speeded up over the country. As of above period, there were 646,300 maize cultivated ha, equaling 109.3percent from the same period last year; 92,400 sweet potato cultivated ha, equaling 99.6percent; 160,400 peanut cultivated ha, equaling 95.9percent; 64,700 soya cultivated ha, equaling110.2percent and 545,000 vegetables cultivated ha, equaling105percent.

According to animal husbandry survey, as of 01/4/2013 the country had 2.6 million buffalos, declined 2.5percent from the same period in 2012; 5.1 million oxen, declined 3.2percent; 174,700 cows, rose10percent; 27 million pigs, rose 1.1percent and 314.4 million fowls, rose 1.2percent.

Forestry

Generally, the country’s forest concentrated area in the first five months reached 29,500 ha, equaling that in last year‘ same period; dispersed planted trees reached 94.9 million, rose 2.5percent, wood production 1,961,700 m3, rose 7.7percent; firewood production 12.9 million Ste, rose 2.8percent.

Damaged forest area was 674 ha, declined 42.2 percent from last year’ same period, of which 526 ha was burnt area, decreased by 50.7% and 148 ha was destroyed area, increased by 49.8%.

Fishery

Generally, estimated fishing production in 5 months reached 2,090,400 tons, rose 0.8 percent from last year’ same period, of which farmed products reached 992,000 tons, slowed down 2.2percent; caught products reached 1,089,400 tons, rose 3.6percent (sea caught products reached 1,034,700 tons, rose 3.9percent).

Industry

May’s Industrial Production Index (IPI)  rose 6.7percent from last year’ same period, of which growth rate of  the mining and quarrying was 5.9percent; the manufacturing 6.8percent; power generation and supply 8.1percent; water supply and wastes treatment 9.3percent. Generally, five months’ IPI was estimated to grow 5.2percent from the same period last year; although it was lower than last year’ same period growth rate of 6.2percent, it showed a trend of gradual growing[1], of which mining and quarrying rose 2.7percent (last year’ same period: 3.1percent); manufacturing 5.5percent (last year’ same period: 6.3percent); power generation and supply 8.9percent (much lower than last year’ same period 15% pace); water supply and wastes treatment 9.6percent (last year’ same period 9.1percent).

Of 5.2% general growth, the mining and quarrying contributed 0.6 point percent, the manufacturing 3.9 points percent, the power generation and supply 0.6 point percent and the water supply and waste treatment 0.1 point percent.

Consumption index for the manufacturing in the first four months of 2013 rose 5.7 percent from last year’ same period. Stock index as of 01/5/2013 of the manufacturing rose 12.3 percent from last year’ same period, it tended to gradually decrease since the beginning of the year. April’ stock index was 74%; four months’ stock index was 76.7%.

Employment index for industrial enterprises in May rose 0.9 percent from April. Compared to the same period last year, May’s employment index rose 2.9percent, of which the state owned businesses sector increased by 0.9%; the non-state sector decreased by 2.3% and the FDI sector rose 7percent. May’s employment index in the mining and quarrying sector decreased by 1.7%; in the manufacturing sector increased by 3.2%; in the power generation and supply by 4.2% and in the water supply and waste treatment by 4.5%.

Investment


Generally, five months’ realized investment capital from the state budget reached 69,103 billion dong, equaling 34.5% of the yearly plan and declined 2.9percent from the same period in 2012. Of which, capital under central management reached 15,331 billion dong, equaling 32.4% and declined 12.7percent; capital under local management obtained 53,772 billion dong, equaling 35.1% and rose 0.4percent respectively.

Attraction of FDI from the beginning of the year to 20/5/2013 reached 8,517.1 million USD rose 8.9 percent from the same period in 2012. Of which, registered capital of 398 newly licensed projects reached 5,091.3 million USD (decreased by17.9% in projects and increased by 5.8% in registered capital against last year’ same period); additional registered capital of 160 times of projects licensed from previous years was 3,425.8 million USD. Estimated realized FDI in 5 months of 2013 reached 4.6 billion USD, rose 1.6 percent from the same period in 2012.

In 5 months, 40 provinces and cities over the country had newly licensed FDI projects from 36 countries and territorial regions.

Government revenues and expenditures

Total Government revenues from the beginning of the year to 15/5/2013 were at an estimation of 268.4 trillion dong, equaling 32.9% of the yearly estimate, of which domestic revenues reached 178.2 trillion dong, equaling 32.7%; from crude oil 42.7 trillion dong, equaling 43.1%; from export-import balance 46.1 trillion dong, equaling 27.7%. Of the domestic revenues, collecting from state enterprises was 54.2 trillion dong, equaling 31.1% of the yearly estimate; from FDI enterprises (excluding crude oil) 41.4 trillion dong, equaling 38.5%; from non-state industrial, commercial and service taxes 38.9 trillion dong, equaling 32.3%; from individual income tax 21 trillion dong, equaling 38.3%; from environment protection tax 4.2 trillion dong, equaling 29.2%; and from other fees 3.5 trillion dong, equaling 34.1%.

Total Government expenditures from the beginning of the year to 15/5/2013 were at an estimation of 335.6 trillion dong, equaling 34.3% of the yearly estimate, of which spending for investment development reached 62.1 trillion dong, equaling 35.5% (spending for capital construction only was 60.5 trillion dong, equaling 35.6%); spending for economic and social development, national defense and security (including spending for salary reform) was at an estimation of 235.2 trillion dong, equaling 34.9%; paying debts and aids was 38.3 trillion dong, equaling 36.5%.

Total retailed sales of consumer goods and services


Generally, five months’ total retailed sales of consumer goods and services reached 1,065.9 trillion dong, rose 11.9 percent from the same period last year, if the factor of inflation were excluded, it would be 4.8%. Of which, the trade business gained 820.5 trillion dongs, represented 77% and rose 11.5percent; the hotel and restaurant 127.4 trillion dong, 12% and 16.8%; the service 108.1 trillion dong, 10.1% and 10.6%; the tourist 9.9 trillion dong, 0.9% and 5% respectively.

Exports-Imports

Generally, five months’ import turnovers reached 49.9 billion USD, rose 15.1 percent from last year ‘same period, of which the domestic economic sector reached 17.2 billion USD, raised 2.1percent; the FDI sector (including crude oil) 32.7 billion USD rose 23.3percent.

Generally, five months’ import turnovers reached 51.9 billion USD, rose 16.8 percent from last year ‘same period, of which the domestic economic sector reached 23.2 billion USD, rose 7.6 percent; and the FDI sector gained 28.7 billion USD, rose 25.4%.

Five months‘trade deficit was 1.9 billion, equaling 3.9% of total export turnovers.

Consumer price indexes (CPI)


May’s CPI declined 0.06percent from April. Groups of goods and services with declined CPI included transport 0.57percent; housing and construction material 0.53percent; catering and related service 0.35percent (grain food 0.69percent; foodstuff 0.45percent); postal and communicational service 0.07percent. CPI of medicines and health care service rose 1.58percent (health care service rose 1.92percent), contributing 0.09% to the country’s general CPI. Other groups with slight growth rates were drinks and tobacco 0.41percent; garments, hats, footgear and family appliances 0.36percent; culture, entertainment, tourist 0.23percent; education 0.02percent. Decrease in May’s CPI resulted from following reasons: (1) petrol prices were cut down two times in April; (2) food prices continued to decrease as there was a standstill in people’s consumption due to being afraid for animal epidemic disease .

May’s CPI rose 2.35percent from 12/2012 and 6.36percent from last year’ compared to that in 2012’ same period. Average CPI in 5 months rose 6.74  percent compared to that in 2012’ same period.

May’s gold price index declined 4.62 percent from April; 11.46percent from 12/2012 and 5.83 percent from last year’ same period. May’s USD price index rose 0.21 percent from April; 0.55 percent from 12/2012 and 0.59 percent from last year’ same period.

Carriage of passengers and cargos


Five months’ passenger carriage reached estimated 1,149.1 million arrivals, raised 3.7percent and 50.2 billion passengers-kilometers rose 3.3 percent from the same period in 2012. Of which central transport reached 17.9 million participants, increased by 1.3% and 13.5 billion passengers-kilometers by 2.2%; local transport reached 1,131.2 million arrivals, rose 3.7percent and 36.8 billion passengers-kilometers by 3.7%. Five months’ passengers transport by land reached estimated 1,048.9 million arrivals, rose 3.9percent and 35.6 billion passengers-kilometers rose 2.6 percent from last year’ same period. Similarly, by river: 85.9 million arrivals, rose 1.7% and 1.9 billion passengers-kilometers rose 5.6%; by airway: 6.8 million arrivals, rose 2.7percent and 10.9 billion passengers-kilometers by 6%; by sea: 2.6 million arrivals, rose 2.2percent and 151.4 million passengers-kilometers by 2%; by rail: 4.8 million arrivals, declined 0.2percent and 1.7 billion passengers-kilometers by 1.9%.

Five months’ cargo carriage reached estimated 410.3 million tons, rose 1.5percent and 79.1 billion tons-kilometers, slowed down 3.1 percent from last year’ same period, of which the domestic transport gained 396.6 million tons, increased by 1.9% and 34.7 billion tons-kilometers  by 1.1%; overseas transport reached 13.7 million tons, decreased  by 8.9% and 44.5 billion tons-kilometers  by 6.2%. Land transport obtained 318 million tons, increased by 3% and 22.4 billion tons-kilometers  by 1.2%; river transport 72.8 million tons, decreased  by 1.6% and 5.9 billion tons-kilometers  by 2.4%; sea transport 16.7 million tons, decreased  by 9.7% and 49 billion tons-kilometers  by 5%; rail transport 2.7 million tons, decreased  by 5.5% and 1.6 billion tons-kilometers  by 7%.

International visitors to Viet Nam

Estimated international visitors to Viet Nam in five beginning months of 2013 reached 2.9 million arrivals, declined 1.4 percent from last year’ same period. Of which, 2.4 million arrivals came by air, decreased by 3.4%, 461,700 arrivals came by land, increased by 9% and 99,000 arrivals came by sea, rose 4.1percent. Visitors coming for tourist purposes were 1.8 million arrivals, rose 0.1percent from last year’ same period; for business purposes 500,500 arrivals, decreased by 1.6%, for visiting relatives 494,300 arrivals, decreased by 5.4%.

Social issues


Farmers food shortage


Generally, the country in 5 months had 287,500 households suffered from food shortage, declined 12.9percent, equaling 1,199,400 hunger persons, decreased by 12.8% against last year’ same period. To overcome the problem, all administrative levels and sectors since the beginning of the year have provided difficult families with 19,400 tons of food and 11.5 billion dong.

Epidemic diseases and food poisoning

Generally, the country in 5 months had 25,200 cases of hand, foot, mouth disease (7 died); 13,900 cases of hemorrhagic fever (10 died); 82 cases of typhoid; 175 cases of virus encephalitis (5 died) and 2 cases of A (H5N1) flu.

More 1,009 HIV-infected cases were found in the month, bringing the number of HIV infected persons over the country as of 17/5/2013 to 212,700, of which 62,400 turned to AIDS and 63,700 died of AIDS.

Generally, the country in 5 months had 43 cases of food poisoning, infecting 1,110 persons, of which 15 died.

Traffic accidents

Generally, the country in 5 months had 4,602 cases of traffic accident, killing 4,138 persons and injuring 2,870 others. In comparison to the same period last year, cases of traffic accident increased by 1.6%; the dead by 4.8%; the injured decreased by 13.6%. On average, the country in each day in 5 months had 30 cases of traffic accident, killing 27 persons and injuring 19 others. 

Environmental and fire protection

The country in five months had 1,039 serious cases of fire and explosion, killing 52 persons and injuring 65 others. Damage valued about 320 billion dong. In May only, there occurred 198 cases of fire and explosion, killing 6 persons and injuring 10 others; damage valued nearly 30 billion dong.

In May, functioning authorities discovered 497 environment violated cases in 40 provinces and cities. 324 cases were treated with 233 billion dong fines.
